Meeting devoted to the development URAN

A meeting devoted to the development of Ukrainian Research and Academic Network (URAN) was held on December 10, 1999. Representatives of universities and institutes of regional centers - performers of the project of creating of national computer network of Ukraine, potential users of URAN, participated in the meeting.

The participants of the meeting meeting have made a decision and appealed to the association of Technical Universities of Ukraine.

Decision

The participants of the meeting state:

1. URAN was created to meet the information needs of scientific and educational establishments of Ukraine and it possesses a powerful potential in connecting users to the network in most regions of Ukraine, especially in those where there are working regional nodes of the network (Kiev, Odessa, Dnipropetrovsk, Donetsk, Lviv, Kharkiv).
2. The capacity of backbone and external (Internet) channels is enough for the installation of about 20 new users and can be increased several times without any changes in the technical facilities.
3. Along with giving the users an opportunity to mutually exchange information, URAN provides them with high quality Internet access with the the prices that are much lower than the prices of commercial providers.

The participants of the meeting propose:

1. to stimulate the development of local (campus) networks of technical universities;
2. to support technical universities of Ukraine in connecting to URAN;
3. to stimulate the development of scientifical and educational informational resources;
4. to use the URAN infrastructure for accessing Internet informational resources;
5. to assist in involvement of state resources and international funds for the support of the infrastructure and exploiting of URAN.

The participants of the meeting appeal:

1. to the URAN Association to apply for membership in the Association;
2. to the Association of the Technical universities of Ukraine.

The participants of the meeting have decided:

1. to make efforts to expande URAN to the regional centers of Ukraine and to make URAN a nation-wide network for science and education;
2. to assist universities and scientific centers in joining the network;
3. to make efforts to organize URAN nodes in regional centers in conditions of financial self-sustainability;
4. to inform NATO Scientific Council, which gives the financial support to URAN project, about the initiative of regional universities to expand URAN, and to offer prof. Haupt and prof. Yakimenko, who are the heads of this project, to include the plans of expanding the network to the regional level, on the corresponding stage of the project.

Appeal to the Association of Technical Universities of Ukraine

Taking into consideration the importance of informatisation for the development of science and education in Ukraine we suggest to join our efforts in the direction of:

• stimulating the development of local (campus) networks of technical universities;
• assisting technical universities of Ukraine in connection to URAN;
• stimulating the development of information resources of technical universities;
• using the URAN infrastructure for access to information resources;
• informing TU Association members about URAN, its development plans;
• involvement of state financial resources and international funds for the support of infrastructure and usage of URAN.
